Economic Zones & EPZs

Choose the industrial environment that fits the operating model.

Bangladesh offers multiple industrial-location pathways. The right choice depends on export orientation, utilities, customs, facility needs, labor, logistics and the project’s regulatory structure.

Location strategy

EPZ, Economic Zone or independent location?

Start with what the operation needs—not with the label attached to the industrial site.

Export Processing Zones operated by BEPZA are established environments designed around export-oriented industry. Economic-zone structures and independent industrial locations can offer different forms of flexibility depending on the project, location and applicable framework.

Investors should evaluate land or building availability, utility capacity, customs environment, domestic-sales requirements, port access, labor catchment, expansion potential, project timeline and the actual terms available at the selected location.

The institutional landscape has also changed. In August 2026, Invest Bangladesh was established through the merger of BIDA, BEZA and PPPA. Current project pathways should therefore be confirmed against the new agency structure rather than relying on older institutional assumptions.

Decision-support matrix

Start with the operating model—not the zone label.

EnvironmentOften relevant whenKey diligence
BEPZA EPZExport orientation and dedicated zone services matter.Product eligibility, domestic-sale rules, space, utilities, customs and lease terms.
Economic ZoneBroader industrial flexibility or mixed-market models may be relevant.Current zone readiness, developer, infrastructure, incentives and plot-specific conditions.
Independent locationScale, specialized land or location flexibility outweighs managed-zone benefits.Title, land conversion, access, utilities, permitting, logistics and execution burden.

High-level orientation

Different environments serve different operating priorities.

ConsiderationEPZ / BEPZA environmentEconomic-zone pathwayIndependent industrial location
Typical fitExport-oriented manufacturing requiring a dedicated industrial and customs environment.Projects seeking zone infrastructure with potentially broader operating profiles, subject to current project framework.Operations needing customized land, infrastructure or geographic flexibility.
Investor controlOperates within established zone rules and services.Depends on zone, developer and applicable structure.Greater site-specific control, with more investor-side coordination.
Utilities & infrastructureServiced industrial environment; project-level capacity still requires confirmation.Varies materially by location and development status.Requires detailed site diligence and possibly greater infrastructure development.
Customs / export orientationDesigned around export manufacturing.Project and zone specific.Handled through the applicable national framework.
Best next stepConfirm product, export profile, space, utilities and expansion requirements.Confirm current zone status, infrastructure and applicable terms.Test land title, utilities, logistics, approvals and development schedule carefully.

Diligence framework

Six location questions to resolve.

01

Export vs domestic sales

The sales profile can materially affect which industrial environment is practical and how customs workflows are structured.

02

Facility configuration

Land area, building type, floor loading, clean-room, storage, effluent and expansion needs can quickly narrow the options.

03

Utility requirements

Power quality, load, water, gas where relevant, wastewater and redundancy need location-specific confirmation.

04

Logistics pattern

Port route, airport needs, supplier geography, customer lead time and container flows should shape the shortlist.

05

Labor catchment

Workforce availability, commuting, skills, supervision and housing considerations can influence sustainable operating performance.

06

Timeline & execution

A location that looks attractive on paper may not fit the required commissioning schedule or permitting sequence.
